neighborhoods, old friends, drugs and crime. A high percentage

at a level acceptable for entry into the workforce or have a high

The Defense Logistics Agency recently
awarded $495,000 to the Oklahoma Department of CareerTech to continue
its Oklahoma Bid Assistance Network (OBAN). OBAN is in its 19th
