Requests for new programs are submitted by the comprehensive schools on a Form 2 supplied by the Oklahoma Department of Career and Technology Education. Local school program requests are based on community need, business and industry trends and student enrollments. On the form, administrators are asked to supply information concerning the type of program: Agricultural Education, Business Information Technology Education, Family and Consumer Sciences Education, Health Education, Marketing Education, Technology Education, and Trade & Industrial Education; full time or half time; program length (10 month or 12 month); and teacher name, if possible.

Schools are also asked to attach a narrative addressing four areas: Objectives, including kind of training, for whom, occupational intent, and job titles; Written Description of Facilities; List of Equipment and Instructional Materials, including the number of work stations and number of students assigned to each station; and Work-Site Learning Component, if applicable.

After being signed by the local school administrator, the Form 2 is sent to the appropriate program administrator, who ranks all the different requests and then sends the different forms to the Associate State Director who makes the final decision.
