Board approves organizational structure

The board has approved the agency’s new organizational structure. The structure will be fully developed between now and the end of the year. Implementation will begin in January and be completed by June 2014.

The final organizational structure focuses on our strategic purposes and our major processes. The final divisions were modified based on input from the field and the agency staff. The final divisions are:

  1. Division of Innovation, Quality, and Research – Marcie Mack
  2. Division of Career Development, Readiness and Academic Enhancement – Becki Foster
  3. Division of Career Preparation – Joe Robinson
  4. Division of Marketing and Customer Relations – Paula Bowles
  5. Division of Customized Services and Partnerships – Matt Litterell
  6. Division of Curriculum and Assessment – Kimberly Sadler
  7. Division of Finance – Jim Aulgur

Greg Dewald will be leading the skills centers and our emerging role in adult basic education/GED within the Division of Customized Services and Partnerships.

Business plan calls for support of system success and enhancements

The board approved the CareerTech System’s new business plan. The plan outlines the current Oklahoma business/labor force status, the challenges the state faces and the solutions CareerTech can bring to the table. The plan calls for an intense focus on performance and improvements to key system processes. Specifically, it calls for an additional $35 million investment to accomplish the following:

  • Support tech center and common schools that produce results (performance-based funding).
  • Implement a statewide career development program.
  • Expand career readiness programming (i.e., STEM, PLTW).
  • Expand support of the Oklahoma economic ecosystems.
  • Establish an enterprise workforce development program for our largest employers.
  • Support and expand digital-based curriculum and program designs.
  • Install a state-of-the-art information management system.
  • Complete a CareerTech branding process.
  • Upgrade tech center accreditation processes to align with Baldrige.
  • Create a skills-based teacher and administrator licensure process.

These initiatives are being completed through funding requests and through reallocation of approximately
$7 million in current resources.

Work begins on refinement of performance-based funding system

The agency will be working with field staff and key stakeholders to develop the final formulae and funding processes necessary to successfully implement a performance-based funding system for CareerTech. The work will begin with the strategic purposes, get clarity around existing performance metrics for most of these purposes, develop a return on investment for each of the metrics and then establish values for schools delivering these results. Additionally, there will be definition around weightings related to hard-to-serve students, allocation of resources for low-wealth areas of the state and timing of funding distributions. Stay tuned over the next month for information on this work.

While it has been a full system effort to create our recent system assessment and business plan documents, Marcie Mack and her special assignment data team get a great deal of credit for producing this work in record time and exceptional quality. The tech center superintendents group recognized the work at their recent meeting.

Project Lead the Way Counselor Conference

The 2013 Project Lead the Way Counselor Conference on Oct. 29 at Tulsa Technology Center Broken Arrow campus drew 239 people, an increase of 33 percent from 2012. The conference is designed to inform school counselors, postsecondary advisers, principals, teachers and school administrators about the PLTW programs and student recruitment. Oklahoma was honored to have PLTW President and CEO Vince Bertram deliver the keynote address. Participants attended informational sessions and interacted with students to learn about their projects and programs. The audience enjoyed the closing session with former astronaut Cmdr. John Herrington, who spoke about what influenced him to choose a STEM career. This conference is hosted by the PLTW affiliates in Oklahoma, OSU and OU Health Sciences and ODCTE STEM division. Oklahoma Economic Outlook Conference

Plan to attend the 2014 Oklahoma Economic Outlook Conference from 8:30 a.m. to noon Dec. 4 at Metro Technology Centers Springlake Campus. The event includes a great lineup of speakers: Deidre Myers, deputy director, Oklahoma Department of Commerce; Michael Teague, Oklahoma secretary of energy and environment; Chad Wilkerson, Federal Reserve Bank of Kansas City; and Karen Maguire and Dan Rickman, economics professors, Oklahoma State University. New tech center annexations move forward

The Oklahoma State Board of Career and Technology Education Thursday approved resolutions requesting elections be called for annexations of Dover School District to Chisholm Trail Technology Center and Medford School District to Autry Technology Center. (contributed by Paula Bowles)

United Way campaign sets agency record

Every year the Oklahoma Department of Career and Technology Education participates in the annual Stillwater Area United Way funding campaign through onsite activities and participation in the State Charitable Campaign donation program that provides state employees an efficient, accountable way to contribute to charity at the workplace.

This year’s activities included a CareerTech version of Hollywood Squares that provided some fun and laughter at the kick-off event, a chili cook-off and both silent and live auctions that bought competitive bidding on a diverse set of auction items.

The CareerTech United Way campaign set a new record total for 2013, bringing in $26,439.62 for the Stillwater Area United Way and its 25 partner agencies. (contributed by Josh Miller)

By the way, congratulations to Josh Miller for his chairmanship of the agency’s United Way campaign. He and his team did an amazing job this year. Also, thank you to all the employees who gave so much so others could be served. This is a real tribute to everyone’s commitment to the community and to Oklahoma.

Digital delivery news

For the last few years, CIMC has been working in collaboration with Kno.com to digitally deliver curriculum. Approximately 35 titles are available through the Kno partnership in the areas of agricultural education, family and consumer sciences, health and life skills. Recently, Intel, the educational software company, acquired Kno and will be expanding its push into various educational markets, including CareerTech. Paraprofessional Guide underway

Adult Career Development and CIMC staff members are working in conjunction with the Oklahoma State Department of Education to develop a new training guide for special education paraprofessionals in our state. The new publication will incorporate a diverse library of online resources, including video, from state and national authorities. The guide will be completed by the start of 2014 and serve as a key resource in addressing the needs of special education paraprofessionals across the state. (contributed by Craig Maile)
