July 1, 2018-June 30, 2022 Request for Proposals

The Oklahoma Department of Career and Technology Education (ODCTE) requests proposals for funding to implement Adult Basic Education in the Central Region (Canadian County). The purpose of this grant proposal is to fund programs that

1.  Assist adults to become literate and obtain the knowledge and skills necessary for employment and economic self-sufficiency;  

2.  Assist adults who are parents or family members to obtain the education and skills that—

Are necessary to becoming full partners in the educational development of their children;and

Lead to sustainable improvements in the economic opportunities for their family                              

3.  Assist adults in attaining a secondary school diploma and in the transition to postsecondary education and training, including through career pathways; and

4.  Assist immigrants and other individuals who are English language learners in

  •  Improving their—
    • (i) reading, writing, speaking, and comprehension skills in English; and
      (ii) mathematics skills; and
  • Acquiring an understanding of the American system of Government, individual freedom, and the responsibilities of citizenship.

Eligible Applicants.  Your organization must be considered an eligible provider to receive federal Adult Basic Education (ABE) funding.  An “eligible provider” means an organization that has demonstrated effectiveness in providing adult education and literacy activities that may include:

(A) a local educational agency;

(B) a community-based organization or faith-based organization;

(C) a volunteer literacy organization;

(D) an institution of higher education;

(E) a public or private nonprofit agency;

(F) a library;

(G) a public housing authority;

(H) a nonprofit institution that is not described in any of subparagraphs (A) through (G) and has the ability to provide adult education and literacy activities to eligible individuals;

(I) a consortium or coalition of the agencies, organizations, institutions, libraries, or authorities described in any of subparagraphs (A) through (H); and

(J) a partnership between an employer and an entity described in any of subparagraphs (A) through (I).

From grant funds made available under section 222(a)(1), each eligible agency shall award multiyear grants or contracts, on a competitive basis, to eligible providers within the State or outlying area to enable the eligible providers to develop, implement, and improve adult education and literacy activities within the State (§231)

 Review Procedures

Proposals will be reviewed by a committee. Notification to organizations applying for the grant will be made no later than August 10, 2018. 

Grant Period

The grant period will upon receipt of notification of award letter.    The award cycle for all grants will be for four years.  Awards will be given for program years 2018-2019, 2019-2020, 2020-2021, and 2021-2022.  Continuation of the award during this four-year cycle will be dependent on the satisfactory implementation of the programs and services outlined under AEFLA. 

Proposal Submission and Deadlines defined by the State

All proposals shall explicitly follow the following specifications:

  • The proposal must use 12-point Times New Roman or Candara.

  • The proposal must be double-spaced.

  • The proposal must be created with Microsoft Office Word® or pdf.

  • The proposal must use 1-inch margins.

  • The proposal must be a maximum of 23 pages (3 pages for Section I, 20 pages for Section II).

The deadline for the submission is July 20, 2018. You will be notified within one business day of receipt of your application. If you do not receive a notification within this timeframe, please contact an ABE staff member at ODCTE to ensure your application was received. Applications must be emailed to You may also “carbon copy” applications to,,, and ODCTE staff and other individuals with competent knowledge of adult basic education will review the applications.  Local workforce development boards will review applications to determine alignment of the applications with their local plans and provide recommendations to the ODCTE.  The ODCTE will review the application and make a determination of award recipients by August 10, 2018.
